Changes in legislation

Starting from January 1st, 2021 the new procedure for licensing of the quarantine phytosanitary disinfection is introduced.

It is provided by the Federal law No. 206- FL of 21.07.2014 “On Plant Quarantine” with the amendments introduced by the Federal law No. 194- FL of 13.07.2020 and the Decree of the Government of the Russian Federation of 10.08.2020 No. 1201 approving the Provision concerning the licensing of activities of legal entities, sole entrepreneurs on right for performance of quarantine phytosanitary disinfection.

The list consisting seven license activities is enacted by the Decree of the Government of the Russian Federation of 09.08.2016 No. 768.

The licensing authority is the Federal Service for Veterinary and Phytosanitary Surveillance (Rosselkhoznadzor).

Legal entities or sole entrepreneurs – license applicants are to meet the following requirements:

  • availability of non-residential facilities, buildings, structures owned by property rights or on other legal basis;
  • availability of the corresponding tools and equipment, control, alarm, warning and protection systems, including drying chambers, chambers with lowering of temperature, monitoring devices and sensors, temperature and humidity measuring sensors, devices measuring pressure owned by property rights or on other legal basis;
  • availability of passports or other documents on the above-mentioned devices, sensors and equipment in accordance with requirements of article 13 of the Federal law “Concerning the Ensuring of the Uniformity of Measurements”.

A state fee is charged for the issuance or renewal of license on the right for performance of quarantine phytosanitary disinfection.

The Provision introduces the procedure of classifying objects of licensing supervision to a certain risk category. The inspection frequency is set in accordance with the assigned category: from once every five years to once every three years. Scheduled inspections are not provided for objects with a low risk category.

There is no need to renew the license, if the disinfection is performed not in the place of activity, stated in the license.

The users of the Information and Analytical system Globas have access to all available information (including archive data) about entities engaged in quarantine phytosanitary disinfection.

Ranking
TOP-10 companies disposing precious metals

Information agency Credinform has prepared a ranking of the Russian enterprises processing scrap and waste of precious metals. Industry players (TOP-10) with the largest annual revenue were selected for the ranking, according to the data from the Statistical Register and the Federal Tax Service for the latest available accounting periods (2017 - 2019). Then the enterprises were ranked by the asset coverage ratio (Table 1). The analysis was based on the data from the Information and Analytical system Globas.

Asset coverage ratio (x) is calculated as the difference between equity and non-current assets to current assets.

The ratio characterizes the ability of a company to finance current activities only with its current assets. The recommended value of the ratio is > 0.1.

In order to get the most comprehensive and fair picture of the financial standing of an enterprise, it is necessary to pay attention to all combination of financial indicators and ratios.

Average value of assets coverage ratio of TOP-10 is higher than the average TOP-500 value. Four companies had the above the recommended value in 2019. Seven companies have improved their values in 2019 comparing to the previous period.

During 6 years, the average values of the asset coverage ratio of TOP-500 were negative with a trend to decrease (Picture 2).
